It is possible that there is no panel as such. There have been RVs built that used all in-line fuse holders. I would not expect that to be the case here, but it is a possibility. Have you located the 120V-ac/12V-dc converter that supplies your 12V power for lights, charging the battery and such? If you have not, then locate it as the fuses may be near it. In most cases there will be a faint hum from that converter when connected to shore power.
If the fuses are not hear it, trace the wires from it to the battery, and from there to the loads. There should be some very heavy wires that leave one or both of those locations and they then will connect to whatever distribution panel you may have. In all likelihood it will be a fuse panel.
