hot water pressure

hello all,
looking for some advice, hot water pressure works for a while then
slowly goes down to nothing. cold is fine, when i bypass the w/heater all faucets work fine, so i removed the hot water discharge line and the brass fitting and found a plastic restrictor and o-ring. which was cutting off the water flow. anybody know what it`s in there for?
pressure is great without it.

It is probably a check valve. They are more likely to be found in the cold water line, but could be in both.
