Anyone know what's going on in Mexico re: low sulfer diesel availability. I'm assuming my 07 Chev 250 diesel will be confined to USA?

You have no worries, your truck can burn the diesel sold now and the new fuel that is available in parts of the country. It is diesel engines produced AFTER Jan. 1st 2007 that are limited to the new fuel.

Excellent - good news! I'm traveling about 600 miles round trip Baja - should I have a additional diesel filter installed?

Thanks!

I would not think that an additional filter would be required for a 600 mile trip, but an EXTRA one would not be a bad idea. You never know when you might pick up water or some other garbage. The worst time I picked up water was from a Texaco station in OK.
