The usual answer is to check your bypass valve. For winterization, the hot water tank is bypassed so you don't to fill it with antifreeze. Make sure the bypass is off and both hot and cold water valves are on.
Breaker should be in the panel or converter. Never turn on the hot water function without water in the tank. That is probably why your tank won't light.
