A 2003 F-350 was rated for 13,400 lbs. Your F-250 is rated for LESS, but I am not sure what the rating was. Any way you look at it, you will be pushing the RATED load on your truck.

To directly answer your question....Can you pull it? Yes.

For short distance, at slow speeds, on the flats, maybe. But in general? Perhaps not, as the rated 'towing weight' is for a completely empty truck, no accessories, no cargo, no passengers. Just a 150 pound driver and a bit of gas.

I think you would be very disappointed as, while capable structurally to do it, the performance will be miserable.
