The exterior turn signal lamps use a two element bulb. One for the running lights and the other for the turnsignal. If the two elements touch together inside the bulb, a electrical feed back can travel from the running light circuit back into the signal circuit. This will cause the signal on the dash to light.. Start by turning the turn signal on, on the side that lights. Keep the running lights off. look at the exterior lights for a bulb not working and replace that bulb first. If all the turnsignals are flashing normal, then turn them off and then turn on the running lights. inspect for a running light that is out. It is likely a #1157 bulb. Get a new bulb and switch it out one at a time untill the bad bulb is found.
